AGM

The AGM took place on Tuesday 22 May 2007 at Acklam Rugby Club

Attending: Peter Griffin Darlington RFC, Ian Hunt Hartlepool RFC, Sean Wiles Hartlepool RFC, Neil Hetherington Sedgefield RUFC, Mike Williams Sedgefield RUFC, Nick Barfield Yarm RUFC, Terry Wilson Stockton RFC, John Cole West Hartlepool RUFC, Les Smith West Hartlepool RUFC, Steve Elsworth Acklam RUFC, Brian Carlisle Wensleydale RUFC, Eddie Scott Middlesbrough RFC.

The first item discussed was possible Rules revision

The Rule 1d : One point for any team who lends a player or players to the opposing team (if they have been unable to field a full team) before the game begins. was discussed at length and by a majority vote it was decided to drop this rule for next season. It was however very firmly stated that the spirit of the rule "i.e. that games should go ahead even if teams were considerably short of players and that team captains should endeavour to create parity by lending the opposition players" would be retained. It was felt that although this rule had been of great help to clubs in the past there was sufficient competition and commitment to playing games that it might no longer be needed.

The proposal to change Rule 9 : Teams involved in games that are abandoned because of bad weather or called off on the day because of bad weather or unplayable pitches will be awarded one point. However they have the option to play the match at a later date in which case the one point awarded to the teams for the abandoned match would be deducted and the normal points rules applied. Was discussed at length and the proposal was defeated ; this rule will remain unchanged.

The removal of rule Rule : 11. Providing the 1st and 2nd XV are playing at the same time a club can field two teams on the same day to represent the club in the Social League. A team can only play the opposition twice during the season, regardless of when they play. Was approved.

Lengthy discussions took place about the various proposals to remove, adjust or change the points awarded for and against teams that did not play "sufficient games" in the competition. A full debate about the impact on the competition of teams not being able to get games against teams etc. and how administratively it could be managed that resulted in the conclusion that "The TVL competition was primarily about the encouragement of more games for junior teams and that the spirit of the leagues should be adhered to". Given the format and structure of the leagues it is impossible for the organiser to impose a rigid fixture list on clubs taking part in the competition and without that the suggested impositions to clubs failing to complete fixtures etc. could not be implemented. The arrangement would continue to be organised by each clubs fixtures secretary and then emailed to Mike McLoughlin, and in order to avoid any confusion or argument next season, the existing arrangement with regard to teams in the TVL would be included in the Rules, i.e. Rule 12. Once a team has been included in the leagues at the start of a season their results and commitments will count towards points in the competition. No team will be considered for withdrawal from the leagues once the season has commenced.

Again in order to reassure teams; an existing practice with regard to cup games will be included in the rules i.e. Rule 13. Teams involved in Cup competitions will incur no penalties should they need to cancel a league game to fulfil a Cup commitment.

A complete and amended version of the rules can be found on this website, click on the tab for Rules..

The Review of the teams in each league

Sedgefield were unanimously accepted into the Social league.

The current League membership was discussed at length and ways to balance the number of teams playing were considered and the outcome of meetings at various rugby clubs will determine the eventual structure of the leagues.
